Online conference “An International Element of the Strategy for Development of the Arctic until 2035: Opportunities and Threats” will take place on June 16

On June 16, the Project Office for the Development of the Arctic (PORA) and the Alexander Gorchakov Public Diplomacy Fund will organize online conference “An International Element of the Strategy for Development of the Arctic until 2035: Opportunities and Threats” as part of Discussion Club of “PORA”.

President of Russia Vladimir Putin issued Executive Order # 164 on March 5, 2020, which approves Fundamentals of the National Policy of the Russian Federation in the Arctic until 2035. One of the main mechanisms of execution of the order is development and implementation of the strategy for development of Arctic Zone of the Russian Federation and providing national security until 2035, which has already been submitted to the Government of Russia. The document identifies the following major challenges to providing national security in the Arctic:

  • efforts by certain foreign countries to review basic provisions of international agreements regulating business and other activities in the Arctic and to establish systems of national legal regulation without consideration of such agreements and regional cooperation frameworks;

  • incompleteness of international legal demarcation of the maritime space in the Arctic;

  • foreign countries and (or) international organizations preventing Russia from holding legal business and other activities in the Arctic;

  • increase of military presence in the Arctic by foreign countries and expansion of potential for confliction in the region;

  • discreditation of activities of the Russian Federation in the Arctic.

All these problems lead to expansion of potential for confliction in the Arctic. It is important to take into account the current situation due the COVID-19 and how it will affect the full spectrum of international relations in the Arctic.

These problems and their influence on development of the Arctic Zone of the Russian Federation, opportunities for overcoming the above-mentioned limitations and prospects of further development of international cooperation in the Arctic will be reviewed and analyzed during the discussion club.

The Alexander Gorchakov Public Diplomacy Fund invites Arctic experts to participate in the Zoom discussion on June 16 at 10:00 am Moscow time.

In order to participate in the online discussion, please do the following:

  • download Zoom on your phone/iPad/computer;
  • register on Zoom (this step is required to attend the video conference);
  • register for the discussion by completing a registration form on TimePad (the link is below);
  • check settings of your camera and microphone for full-format participation in the event.

Before the beginning of the discussion each participant will receive an invitation to attend with a link to access the conference. In order to join the discussion, you can also use an ID number of the conference – a 10-digit number.

Duration of the event – up to 2 hours.

Working languages of the event are Russian and English (with synchronous interpretation).
