British Council published a study, which was executed by the Institute for International Cultural Relation of the University of Edinburg and commissioned by British Council. Using information from open sources (for the period of 2000-2012) the experts assessed how different forms of “soft power” influenced international attractiveness of any given country: cultural institutions, standard of living, development of the civil society and a number of other factors.

The authors of the study mentioned the Ministry of Foreign Affairs of Russia as a conduit of attractiveness of the state. Top five leaders in implementation of the concept of “soft power” in our country include the Alexander Gorchakov Public Diplomacy Fund.
