Financial support of your projects. How to receive it from the Gorchakov Fund?

In accordance with Presidential Decree of the Russian Federation #60-rp dated February 2, 2010, the main goal of the Alexander Gorchakov Public Diplomacy Fund is to actively involve institutes of the civil society into a foreign policy process. For this purpose, the Gorchakov Fund provides financial support for implementation of initiatives in the field of public diplomacy.

Attention! Topics of the projects should comply with priority areas of activities of the Gorchakov Fund!

Applicants for projects financing can include:
- non-governmental organizations of a non-commercial type holding activities in the field of international relations and mass media;
- scientific and research centers carrying out international studies;
- international youth public organizations and unions.

Applications to receive financial support for the projects are accepted by the Gorchakov Fund twice a year:
- during “spring window” – from April 15 through May 15 for projects to be implemented in the first half of the coming year;
- during “fall window” – from October 15 through November 15 for projects to be implemented in the second half of the coming year;

Following is the process for submission and review of the applications to receive financial support of the Gorchakov Fund:

Step 1. Prepare a package of documents required for the application (sample forms can be downloaded from the official website of the Fund under the section Required Documents) in accordance with legal requirements specified in Provision on Grants Distribution.

The package of documents includes:
- an application form
- an estimate of expenditures
- a calendar plan
- a banking details form

Detailed instructions on how to complete and submit the applications to receive financial support of the Fund are provided under Recommendations.

Step 2. Send an electronic form of the application in Word format to the official e-mail address of the Grants Department of the Fund ( and a paper version (with original signatures/stamps of organizations-applicants) to the mailing address of the Fund’s office (10/1 Yakovoapostolsky per., Moscow 105064, Russia).

Step 3. Review of the received applications for compliance with established requirements will be held by the secretariat of the Fund.

Step 4. Duly completed applications will be presented to the Advisory Board of the Fund for review and providing related recommendations to the Management Board of the Fund.

Step 5. The Management Board of the Fund will review all the applications received at its meeting. Members of the Management Board will make a decision regarding approval or denial of the applications taking into account the recommendations of the Advisory Board.
- “spring window” – by August 1 of the current year;
- “fall window” – by February 1 of the next year.

Step 6. An official notification about the decisions made in regards to every application will be forwarded by employees of the Fund to the e-mail address specified in the application.
